The tool used is Ms Paint to create the base and Game Maker 8 Sprite Editor to add transparency and to create the maze. The circular window has stain on it which shaped like a maze. The shape is a red ghost with one yellow-red centered-eye floating up and down. The ghost's eye has maze on the eye.
